Born on the 27th of April, 1967 in Emede town, Isoko South L. G. A of Delta State. the lawmaker is currently serving his first term as a Senator representing Delta South Senatorial District under the platform of the All Progressive Congress (APC).
Before contesting for the Senatorial Seat, Senator Joel was a former Caretaker chairman in Isoko South Delta State, Member Professional Conduct, and building committee, and also served as chairman technical appraisal committee and (TIN) Tax identification number.
in 2009 Sen Joel was appointed the Executive Chairman Delta State Board of Internal Revenue a position he held till 2022
Notably, before venturing into politics, Senator Joel was a group chairman of Elomaz Holding which Comprises Elomaz Nigeria Limited, Elomaz Mining, and Exploration, Limited JOS and Weimog Technologies Limited, a computer and telecommunications outfit among others. He was also the Vice-Chairman of Elomaz Nigeria Investment Limited.
